As the debate over electing or appointing a Eugene city auditor heats up, former government auditor Gary Blackmer will talk and answer questions on “Putting the GRIT in INTEGRITY” from 7 to 8:30 pm Wednesday, April 18, at Harris Hall, 125 E. 8th Avenue. Blackmer, who worked most recently for the Oregon Secretary of State Audits Division, favors the original proposal, Ballot Measure 20-283, which calls for an elected auditor with sufficient budget to monitor City Hall.

Eugene’s city auditor position raises debate over future compensation

On April 11, 2018, KVAL reported:

Debate is heating up in the battle between two Eugene measures on the May Ballot, measures that would set up a new city auditor’s post.

The newest salvo comes from the “Citizens for Sensible Oversight,” who are chief sponsors of the city council alternative measure for an appointed auditor. They claim the other measure for an elected city auditor, measure 20-283, is way too generous with the public funds.

Rob Zako say that the elected city auditor is going to be paid if measure 20-283 is passed next month, and he claims that the wording of the measure has given the proposed auditor a pay raise already, before any voters have their say.

Brian Wanty’s letter reached a false conclusion (“Auditors not seen as significant,” April 5). First, he neglected to cite any of the hard evidence, from numerous cities, that auditing improves local government administration. Secondly, quoting two studies of government management practices, he stated several practices were superior to performance auditing because “neither of these recent overviews found performance auditing effective enough to warrant a mention.” Performance auditing is not a part of management, so we shouldn’t assume the researchers even considered it. …

This site is intended to support community efforts to explore having a performance auditor for the City of Eugene.

In particular, this site includes information on the Eugene Performance Auditor Study Group convened by Eugene Mayor Lucy Vinis to look at the pros and cons of different ways to establish a performance auditor.
